What has immigratiin got to do with the lottery for shcools in illinois?

i don't understand whar immigratioin 's got to do with the lotteries in the US and the states. i thought this was a state and city thing to keep the city schools from closing now they want to take away from the school funds and put gambling boats in its place is the gambling boats money going to help the schools not to close or give it back at least some of the progreams that it had in the past?
